Cab waiting across from restaurant

Cab across from Cafe Ba Ba Reeba (a well-liked tapas restaurant).
Nobody was hailing the cab either. He just pulled over and decided to sit.

You should gone up to his cab and ask in a friendly manner to move his cab.
